The role of the National Council of Phi Mu Delta is to establish leadership consistent with the Fraternity’s Constitution and Bylaws, regarding the finances, management and activities for the further advancement of the Phi Mu Delta Fraternity. The National Council is the authority for the governance of the Fraternity. The Council delegates to the Fraternity’s Executive Director for the management of operations and resources. The ultimate role of the National Council is to assist the Fraternity’s staff and volunteers in carrying out the mission and strategic plan of the fraternity. An officer of the National Council is an integral part of the leadership team, providing direction and vison of Phi Mu Delta. He is responsible, together with the full Council, for governance and oversight of all aspect of Phi Mu Delta. Key responsibilities are governance and promoting the mission of Phi Mu Delta. National Council Officers shall, in good faith, endeavor to meet the following responsibilities and expectations Responsibilities:
Execute the Fraternity’s strategic planning process, the strategic direction and tracking progress based on pre-determined metrics with the support and participation the Fraternity’s ExecutiveDirector.
Recommend and nominate worthy alumni and undergraduate members for service on committees andprojects.
Ensure the Fraternity uses effective financialstrategies.
Ensure the protection of the Fraternity’s assets and provide financialoversight:
Review and approve the Fraternity’s annual budget.
Ensure adherence to all financial policies, both short and long term.
Require transparency in financial practices.
Ensure legal and ethical integrity of the Fraternity, its policies, practices, and operations, ensuring compliance, transparency andcompliance.
Enhance the Fraternity’s public image and standing, serving as ambassadors and advocates for theFraternity.
When appropriate, select and terminate the Fraternity’s ExecutiveDirector.
Support the Executive Director’s leadership and evaluate his or her performance annually against an agreed upon set of goals andobjectives.
National Council Officer Expectations:
All members of National Council are required to make an annual gift to the Phi Mu Delta Educational Foundation totaling not less than the $600 per year
All members of the National Council are required to physically attend the 2 regularly scheduled Council meetings annually. The meetings will be held once during the winter months, known as the Winter Meeting, and once during the summer months, either Conclave (even numbered years) or Summer Meeting (odd numbered years). This requirement applies equally to the Collegiate Representatives on the Council.
Members of the National Council are required to cover their expenses for travel, lodging, and meals for attendance at the regularly scheduled meetings. The travel expenses for the Collegiate Representatives will be paid for by the national fraternity.
For Conclave and/or Sapphire Leadership Academy, members of National Council must pay the registration fee associated with the event.
For Leadership Institute members of National Council may attend yet are not required to serve as presenters or facilitators.
Members of the National Council are expected to participate in monthly teleconferences calls.
The National Council will set goals for the Executive Director during its regular meetings and relay these goals, in writing, to the Executive Director in priority order. Any additional assignments or changes in priority order must be directed to the National Council, as a collective, and discussed, prior to the Executive Director being notified.
Members of the National Council are to actively engage in and contribute to future planning discussions regarding the general fraternity during the regularly scheduled meetings.
Members of the National Council are expected to actively seek out potential members for the Council and submit their names for discussion during the regular meetings of the Council.
Members of the National Council must recognize that, due to their role within the fraternity, their comments and actions serve as a direct reflection of the Council and the national fraternity.
Selection Process: Per the Constitution & Bylaws -‐ Article VII. THE NATIONAL COUNCIL, Section 2. The National Council shall be open to nominations during the interval between Conclaves. A Chair will be appointed by the National President to oversee the nominating committee, which will consist of worthy alumni and collegiate members in good standing selected by the Nominating Chair. The nominating committee will solicit nominations and applications and develop a slate to be approved by the Conclave. In addition, nominations may be received from the floor at Conclave.
