Dear Student Leadership & Activities  and IFC Leadership,

My name is Sam Waltemeyer, and I'm the Executive Director of Phi Mu Delta Fraternity. I'm reaching out to express our interest in partnering with you to establish a chapter at Saint Joseph’s University. 

Why This Feels Like a Natural Fit
What excites me most is how naturally our values align with yours. We're the only fraternity in America founded with Democracy as one of our core values. Since 1918, we've been developing future community leaders— the ones who'll coach their kids' Scout troops, serve on the PTO, and show up to town halls to make their voices heard.

In today's politically polarized world, we're teaching our members civil discourse, running voter registration drives, and showing them how to engage constructively across differences. When I read about your Jesuit mission of developing leaders who serve others, I thought, "These people get it." We're both in the business of strengthening future ethical leaders. 

The Advantage of Working with Us
I want to address the elephant in the room upfront—we're not a huge fraternity. We have 10 active chapters and approximately 200 undergraduate members. But here's why that's actually perfect for Saint Joseph's University, and why I can say this with confidence after 12 years working in fraternity and sorority life across three different universities:
When you work with us, you work directly with me. Not some regional coordinator three levels down. Not an overworked staff member juggling 50 other schools. Me. The guy who makes the decisions and has the authority to get things done quickly.

Our chapters don't get lost in the shuffle because there isn't a shuffle to get lost in. Every chapter matters. Every relationship counts. When we say we're going to support your new chapter, we mean it—with real resources, real attention, and real results.

Here's what also makes us different: we don't have a national philanthropic partner. Instead, our members do hands-on service in the communities where they live and study. Last year alone, our chapters supported over 50 different community organizations through food drives, trail cleanups, animal shelter volunteering—whatever their neighbors needed.

I've seen too many universities get burned by fraternities that promise the moon during expansion but disappear once they get their charter fees. That's not who we are. We're in this for the long haul, and my experience overseeing fraternity and sorority life at three institutions has taught me exactly what works and what doesn't.

Having advised over 12 different IFC executive boards throughout my career, I deeply appreciate the leadership they bring to campus communities. I also understand that bringing a new chapter to campus can feel like introducing competition. That's not going to be our perspective at all. We're hoping to add a unique flavor that complements your current fraternity community—not compete with it, but strengthen the whole community.

A Personal Note

I became involved with Phi Mu Delta as an undergraduate at Frostburg State University, and it had a profoundly positive impact on my life. It taught me what it means to be accountable to something bigger than myself. Our men learn to lead by serving others first.

That's why I took this job and why I'm passionate about finding the right partners for expansion. I want other young men to have the transformative experience I had. But only in places where it makes sense—where we align with the university values and where we can build something meaningful together.

I realize you're likely being approached by multiple fraternities, and I respect that you need to make the best decision for your students and the campus.

Risk management Policy of Phi Mu Delta
This document outlines the Risk Management Policy of Phi Mu Delta National Fraternity, adopted in March 2018 and revised in April 2019. The policy provides comprehensive guidelines for chapters and members to ensure safe and responsible behavior, particularly in areas that pose significant risks to fraternity organizations.

  1. Alcohol and Drugs: Detailed rules regarding the possession, consumption, and distribution of alcoholic beverages and prohibited substances.
  2. Hazing: A clear prohibition on hazing activities, with a thorough definition of what constitutes hazing.
  3. Sexual Abuse and Harassment: A strong stance against any form of sexist or sexually abusive behavior.

  1. Contiguous U.S. Event Policy: Prohibits chapters from hosting events outside the contiguous United States to ensure insurance coverage and policy compliance.

  3. Exotic Dancer/Treatment of Women Policy: Prohibits the use of exotic dancers at fraternity events and reinforces respect for all individuals.

Newest and Closest Chapter to Saint Joseph's University
The Mu Chi Provisional Chapter, located just outside Baltimore at Stevenson University, represents our newest success story and your closest neighboring chapter. With 23 committed members and growing momentum, they'll be celebrating their official Chartering Ceremony next month—a milestone that reflects their exceptional growth and community impact.

Since its establishment, the Mu Chi brothers have embraced our service-centered mission through over 30 unique community projects, from food drives to environmental cleanups. But what really captures their spirit is a campus tradition they created: "Pancake Wednesdays." Every Wednesday evening after campus dining services close, you'll find them in the student center making fresh pancakes for hungry classmates—a simple act of service that perfectly embodies our values of brotherhood and community care.

Their dedication to excellence was recognized this past summer when they earned the Eli C. Henry Most Improved Chapter Award for their exemplary recruitment and officer development initiatives. This national honor reflects not just their individual success, but the kind of chapter culture we help foster—one focused on continuous improvement and meaningful growth.

This comprehensive guide outlines Phi Mu Delta's New Member Education Program for 2024. It provides a detailed overview of the program's structure, components, and implementation process. The document is organized into several main sections:

This document outlines the comprehensive program for Phi Mu Delta's Sapphire Leadership Institute, a biannual leadership development event for undergraduate members. The guide includes:

phi-Grow: Career Preparedness Intervention

We believe that launching a successful chapter requires comprehensive, multi-layered support. Each provisional chapter receives dedicated guidance from a carefully coordinated team of professionals and volunteers:

Advisory Board Structure
  • Primary Advisor - The main mentor who guides overall chapter operations and strategic planning
  • Operations Advisor - Focuses on day-to-day management, finances, and organizational systems
  • Creed in Action Advisor - Helps the chapter authentically live out our values of Democracy, Service, and Brotherhood through programming and community engagement

Specialized Support Team
  • Provisional Chapter Specialist - A dedicated volunteer who shepherds the chapter through the entire chartering process, ensuring they meet all requirements and milestones
  • National Ritual Educator - Teaches our meaningful ceremonies and facilitates group reflection sessions that deepen understanding of our values
  • Regional Chapter Director - The alumni leader overseeing all Mid-Atlantic chapters who provides additional support to both advisors and the executive board

  • Expansion Recruitment Coordinator - A full-time staff member who leads initial recruitment efforts and new member education, typically spending 6 weeks on campus during establishment before transitioning to remote support
